WTO Director-General Pal Lamy delivered a speech "China′s Roles and Functions in WTO"

WTO Director-General Pascal Lamy delivered a speech: "China's Roles and Functions in WTO" at the fifth anniversary of China’s entry into WTO. Interviewed by the reporter's from Xinhua News Agency , he further indicated that China execute remarkably its duty of promise in the aspect of market opening and laws & regulations adjustment during the five years .

Lami believed that the reason why China is faithful in the performance of its promise , is mainly due to the integration and correspondent between its innovative step with WTO rules . It is announced in “ Foreign Bank Administrative Regulation” issued by the government not long ago that foreign bank will privilege the preferential treatment equally with the local bank , which is a very good example to illustrate China’s policy of domestic reform and market access integration .


Lami pointed out that for five years, China has brought giant new market to WTO , and a creative , powerful trade engine to obviously accelerate the increasing of global trading , at the same time , WTO has also brought opening new market to China , in which Chinese Enterprise engaged in the fair competitions with foreign companies . By entry into WTO , some business rules and regulations in Chinese system has been consolidated even more steady , perfect and open to a certain extent , which consequently create favorable conditions for the expanding of economic and trading activities .

About “five year transition-period” of China in WTO , Lami said that such saying is because that  part of the commitment to the market opening and the trade regulation adjustment with difficulty in China may be fulfilled gradually by stages within five years , but not accomplish in an action after the entry of WTO .

Lami said that China will be confronted with some new challenges in WTO after the “five year transition-period”. China will be supervised strictly on its fulfillment of the promise and performance based on the rules by WTO members. He said that being a great power, China will receive inevitably much more strict examination and investigation. Rapid growth of Chinese trading volume will have the enormous influence to other countries, and force them to adjust the policy accordingly . Thus from now on , China obviously needs to continue its reform process and policy concerned adjustment, to be better correspond to WTO rules . That’s will be a permanent process actually.

“The more ploughing and weeding , the better the crop” Lami pointed said . He pointed out that China is the member of multilateral trading system , therefore China must pay more attention to the promotion of this system, and positively participate in the Doha round trading negotiation .

Concerning the trading friction between US , European Union and China , Lami said that China will be inevitably involve in more and more trading friction mainly due to its obvious strengthened influence to the international trade market . China’s entry into the world trading system will consequentially arouse the adjustment to related policy in other countries .China has the strong competitive power in the world trading , this will have the influence to some of the markets, at the same time , caused the people much more to focus on China’s performance on the execution of the WTO rules .He also pointed out that the principals for trading friction settlement in WTO is not “the one-way street”, but is “the double profession”. China may indict other members in WTO for trading friction while other members indict for the same event.
